The item is a Fiery Blade Axe, one of the most awesome weapons in the game. Somewhat more common that it used to be -- isn't everything? -- but still pretty rare.

Absolutely. Sold for 7 ectos!

The mods are 15% damage when enchanted (inscription that you may want to change) and 19% enchantment extension.
